published 7 August 2014 updated 11 August 2014

EI invites interested French-language professionals from around the world to participate in the International Institute for Educational Planning (IIEP)/UNESCO distance learning course on “Teacher management”, which will take place between 10 November 2014 and 30 January 2015.

The course seeks to help education systems to improve the efficiency of their human resource management (HRM) and, in particular, teacher management. Teachers are at the heart of the learning process and exercise a major influence on the quality of the education dispensed to pupils and, in the longer term, their performance. Several tasks associated with teacher management, such as their selection, training, posting, professional advancement, etc., are essential to improve the quality and efficiency of any educational system.

As such, teachers are a vital resource in the education sector. That makes effective teacher management essential in ensuring the optimum use of resources and to achieve the anticipated results in terms of pupil education, learning, and performance.

To support education ministries, the IIEP has adapted this teacher management to the distance learning format so that it is available to a greater number of managers. The course content is based on the experience gained by the IIEP in teacher management and utilises the Institute’s training materials and the most recent research.

Development of skills

The course is aimed primarily at human resource managers and planners in education ministries, both nationally and subnationally. It caters in particular for the training needs of divisional managers responsible for education staff and planning (particularly general teaching) centrally or regionally. However, this course is also suited to researchers and trainers in national institutes or universities who are interested in the topics covered. Lastly, it may allow professionals working for co-operation agencies or non-governmental organisations involved in the development of education to be initiated into the basic problems and tools associated with teacher management.

Female applicants are strongly encouraged and, in addition, candidate organisations for the course must have the necessary technological support. Registration and participation fees are US$550 per participant.

Course content

After an overview of the main challenges currently facing teacher management from a HRM perspective, the course will cover various policy options for teacher recruitment, training, and career development. It will also review the consequences of these policy options in terms of the costs and qualitative aspects of education provision. Participants will be able to familiarise themselves with both the main teaching policy options and modern HRM tools and techniques that can contribute to the effective planning, monitoring, and management of teaching staff.

Course centred around seven units

This distance learning course is structured around seven units. Units 1, 3, 5 and 7 each cover a period of a week, while units 2, 4 and 6 are spread over two weeks each.

The seven units comprise:

– Unit 1 – Current challenges and HRM concepts: the case of management of teaching staff

– Unit 2 – Planning human resource requirements (particularly in terms of teaching staff)

– Unit 3 – Teacher recruitment and training: questions and options

– Unit 4 – The career of teachers: options and implications

– Unit 5 – Monitoring tools and information systems at the service of human resource management

– Unit 6 – Allocation and use of teaching staff

– Unit 7 – Organisational and social aspects of teacher management

High-quality education

“We welcome this initiative from the IIEP and UNESCO and wish it success,” said EI General Secretary Fred van Leeuwen. “We also wish to highlight once again that teachers are vital in constructing a high quality national educational system, which implies among other things that they must be well trained, posted around the country and offered decent working and living conditions in order to attract the best candidates to the teaching profession and then to retain them.”

All agencies and ministries wishing to participate in this teacher management course are invited to complete the downloadable application form and return it by 25 August 2014 at the latest by e-mail to: HRM@iiep.unesco.org.
